Eight exit-entry facilitation measures were released by the Division of Exit-Entry Administration of Shenzhen Municipal Public Security Bureau on Oct. 8 to meet the entry and exit requirements of talents at the national, provincial and municipal levels with credit-based business endorsement policies, five of which will be piloted in the China(Guangdong) Pilot Free Trade Zone Qianhai & Shekou Area.
According to the measures, convenient services regarding business registration and documentation will be provided to academician or expert workstations, postdoctoral research workstations, postdoctoral innovation practice bases, licensed financial institutions, and headquarters enterprises that are registered in the Qianhai and Shekou area and have been accredited by the Shenzhen Municipal Association for Science and Technology, Ministry of Human Resources and Social Security, Shenzhen Municipal Human Resources and Social Security Bureau, national financial authorities and Authority of Qianhai, respectively. The institutions must be within the validity period of the accreditation.
The business registration and documentation for institutions and enterprises should be claimed according to their actual needs. The validity period is the same as the accreditation period, and the maximum period is three years.
Talents at the national, provincial and municipal levels who work in Qianhai and Shekou, as well as personnel who have obtained a doctoral degree at a world-renowned university and have signed a labor contract with a Qianhai/Shekou employer for more than three years, are also eligible for the convenient business registration and documentation services. The former will be granted a five-year validity period, and the latter will enjoy a three-year validity period.
The limit for individuals is separate from the limit for enterprises, which do not require annual verification.
The facilitation measures will be piloted in the Qianhai and Shekou area before being promoted citywide. They show that the Qianhai and Shekou area is striving to create a more flexible, convenient and open entry-exit environment for talents. The Qianhai and Shekou area will also implement more strategies to establish an internationally competitive mechanism to attract talents, in order to make greater contributions to Shenzhen’s construction of a pilot demonstration area for socialism with Chinese characteristics and the Guangdong-Hong Kong-Macao Greater Bay Area.
